Was Romney Right About the 47 Percent, or Will This Doom His Campaign?

Mother Jones released a video of Mitt Romney telling a private audience that 47 percent of Americans are dependent on the government and will never vote for him. Was this a ruinous gaffe, or has Romney told a hard political truth?

A secret video obtained by Mother Jones magazine has rocked the political world. In that video, Republican Presidential candidate Mitt Romney said 47 percent of Americans believe they are victims, are dependent on the government and will never vote for him. He went further, saying he wasn't worried about them. The magazine released a portion of the video Monday.

In a late night press conference Monday, Romney said the comments were not "elegantly stated," but were part of a larger conversation about the role of personal responsibility. Romney went on to say the comments were a reflection on "the political process of winning an election, and, of course, I want to help all Americans—all Americans—have a bright and prosperous future."

Mother Jones posted the full video just after 2:30 p.m. Tuesday.

Also on Tuesday, Romney spoke to Fox News about the video, saying he agreed with military members and retirees not paying income taxes, but added, "I do believe that we should have enough jobs and enough take home pay such that people have the privilege of higher incomes that allow them to be paying taxes. I think people would like to be paying taxes […] The problem right now is, you see in this country so many people have fallen into poverty that they’re not paying taxes."

Is it PC to help those who have fallen on hard times? Is it PC to hide millions of dollars from taxes in the Cayman Islands? Is it PC to tell those who can't afford to visit an emergency room or buy prescriptions that they are just out of luck? Is it PC to tell a person that they are not allowed the same rights as everyone else because they choose to love someone that's the same sex as they are? Is it PC to tell a group of wealthy supporters that you don't care about 47% of the American population because they are lazy, good for nothing slouches who feed off the government?

There is clearly a lack of basic morals and decency in the Romney/Ryan campaign...and it is for these reasons (and more) why Obama is winning in the polls.

Peter and a clear basic lie to what you wrote!
1. No one is taking away the safety net for a hand up. Stopping the hand outs is what we are saying.
2. Yes. Using any tax loop hole is what this tax code has forced us all to do. Before you say anything about Romney, maybe you should look up the Kennedy tax evasions or the Wasserman-Shultz tax evasions!
3. No one in America will be turned away from an emergency room for inability to pay!
4. I support gay marriage 100%. Maybe you should talk to Obama who JUST supported it in an election year OR Clinton who signed DOMA!
5. He didn't say what you claim! He said he will never win them over to vote for him so he can't worry about that.

Caring about someone isn't the same as caring FOR someone. Also, he's talking about getting elected... he's not focusing on 47% of likely Obama voters (if 50% of population is voting for Obama, he's saying 47% of those (23% of the general population) will not vote for him no matter what... so he's not focusing ON GETTING THEIR VOTES. He never said that he would dump 47% of the entire population into the abyss. Do I know where he got his figures? No. Do I agree with the figures? No. But I do NOT agree that he "doesn't care" about 47% of America.

The percentage is actually higher when you consider illegals. Romeny was referring to the career generational welfarians and those abusing the system, not those who need the safety net. He didn't mention that most of these bottom dwellers also get a tax refeund due to tax credits for each kid popped out by those single mothers.

We should be more worried what Obama is doing with our tax dollars than what Romney is doing with his own money. He made is money and does what he wants with it. Is it ok that Obama sends $2 billion to Libya and will continue to do so even after 4 Americans were slaughtered there? How about creating jobs and stop making this country dependent on government bailouts, EBT cards, and SSDI. The president is going the down-trodden and college students. You want more welfare, you got it. How about a job Mr. President so I can have dignity and pride and get my own place and show my children that a person is judged by not how they get knocked down, but how they pick themself up and succeed. I was laid off for a year, couldnt get a job, couldnt get an EBT card either and to this day not sure why. I received my unemployment check weekly and paid my bills with it. I finally got a job, after going back to college at nights while unemployed to get my degree. I got knocked down, but picked myself up. Back to Romney, is it PC for him to tell supporters he doesnt care about the 47% who rely on welfare, absolutely not. But you know the 47% are going with Obama because he wants this country to be depended on government. We need someone who has experience in job creation, who worked hard to be successful, and can surround himself with people who believe in a stronger America and be the force of the world again. That person is MITT ROMNEY. By the way I am a DEMOCRAT.

These comments represent some of the most poorly informed views I've seen. No Sam, he's not right that the 47% of people that don't pay federal income tax view themselves as victims or entitled to everything. Of course there is a percentage that do, but that has ALWAYS been the case. The working poor, low income people receiving the child tax credit, elderly whose only income is social security and active duty military all fall into that 47%.

Melissa, he is absolutely not referring to 47% of likely Obama voters - 47% of the electorate (i.e. the general population).

And Dining Dad, let's look at how Mitt made his money. There is a tax loophole for "alternative investments" - hedge funds, PE, VC etc. that allows them to count what is in every way ordinary, incentive compensation as capital gains. Here's how it works: the fund raises $1 billion to invest in something, and they agree with their limited partners that they will get an annual management fee (typically 2% of assets under management) to pay the bills. That 2% typically counts as ordinary income and so is taxed up to 35%. They also agree that the fund gets to keep a percentage of profits on their investments (typically 20%), which is where they make the real money. So if you're a fund manager at Fidelity, and you do well and get paid well, you get taxed at 35%. If you do the same thing at a hede fund, 15%. Fairness in action!

47% of Americans don't pay (income) taxes because large swaths of Americans are children, students, retired, or just plain make so little money that even our voracious government thought it best to leave them alone. Of course, that's disregarding the ones who don't pay taxes because they offshore their money.

Not that I expect any of those tricksy facty things to make any difference to that average Romney voter.

Gordon - that's because the majority of Romney's income is capital gains on his investments. The tax he pays on his salary is much higher than what you or I pay. Granted, his salary is very low in comparison to his capital gains, so his overall tax in percent is lower than what you or I pay. But, that is the tax code under which we live.

Not something I would expect a layabout "musician" to understand...

Diana, Thank God! They have done enough to destroy this country! I was simply pointing out all wealthy people use whatever loop holes they can to keep their wealth. As long as they don't call for higher taxes a la Ted Kennedy while contorting themselves to not pay taxes, I am ok with it.
The hypocrisy is you are ok with Kennedy tax avoidance and Wasserman-Shultz tax avoidance because they are D's. When Ted did run for President no one mentioned it. Why?

I really can't stomach either one of them, so I'll probably vote for a third party at the polls this November. Martha Coakley lost because of her lacklustre campaign, but Elizabeth Warren seems okay. The only thing I take issue with her about, however, is the fact that she's on the board of AIPAC (American Israel Public Affairs Committee, i. e. the Israel Lobby).

Diane I worked in the stell bussiness all my life. 90% of the workers I worked with were 30+ years older. In the 60's and 70's non of my co workers lived to collect their social security. If any maybe 2 years getting their social security. So there fore not many people ever lived to collect their social security.

Diana, you could have at least included the relevant information from that link. Most people believe the misconception that federal income tax = ALL federal taxes. No, federal income tax is but one of many federal taxes. From the link:

"These figures cover only the federal income tax and ignore the substantial amounts of other federal taxes — especially the payroll tax — that many of these households pay. As a result, these figures greatly overstate the share of households that do not pay federal taxes. Tax Policy Center data show that only about 17 percent of households did not pay any federal income tax or payroll tax in 2009, despite the high unemployment and temporary tax cuts that marked that year.[5] In 2007, a more typical year, the figure was 14 percent. This percentage would be even lower if it reflected other federal taxes that households pay, including excise taxes on gasoline and other items."

tl;dr: Only 17% of households paid no federal taxes at all. The rest paid some form of federal tax, even if it didn't include income tax.

It's too late for this country. We have huge problems with illegal immigration, welfare, and healthcare. We have people sitting home on welfare with their EBT cards having more children because the government has provided no incentive for them to be productive members of society. Their children learn from their lay about parents, thus furthering this epidemic. We have illegal aliens receiving government aid and burdening our healthcare, education systems, and legal systems. All the while the percentage of American's paying taxes is shrinking. The US is a welfare state with residents becoming more dependent on "social" programs. Like it or not, our government is becoming a Socialistic form of government, Obamacare is a prime example of this. The act of imposing higher taxes on working American's for social programs is a form of redistribution of wealth...a main pillar of Socialism. The more citizens are dependent on government money, the more power government has. I'm sure I'll offend many Prius driving lefties who protest the Pledge of Allegiance and who are offended by people wishing them Merry Christmas but I don't care, you are precisely why this country is where it is today.

The percentage of Americans paying federal income taxes is NOT shrinking. According to the Center for Tax Policy (Romney's source for these numbers), the percentage of those who did not pay was just under 51% in 2008 and 2009; in 2011 it was 46.7 percent. Admittedly it's not a great number, but the picture is improving rather than worsening. Fortunately, not all of us have given up on the USA.

The federal welfare reform act of 1996 no longer allows for lengthly collection of benefits. Most recipients are required to find work within 2 years of first receiving benefits. Addtionally, states can establish caps that do not allow for benefits for additional children conceived while collecting benefits. The days of being on welfare for life ended 18 years ago. Try and keep up Joe :)

Jojo, I have talked to people who are on welfare, get a job and get fired to go back on welfare. They work 6 months and force their boss to fire them. I have even heard one who was moving to another state because they give greater benefits. She had 4-5 kids with 4-5 different guys. They are all over the place!

Mitt Romney for president! I share his views after years of watching the entitled element. Yes he's a millionaire who probably cares nothing for the little people, but he is the lesser of the 2 evils, and hopefully he'll somewhat cut the dang welfare system and restore some decency to this country. Where is the pride? There are grown men sitting on their butts taking checks, using food stamps and EBT cards..grown men with not a shred of pride! By the way, he did NOT say he didn't care about them (at least in the hidden recording) he said something more on the lines of it's not his job to worry about them because he's not going to get their votes anyway and he's right...if you're following the constant attacks on Romney way back he said he's not concerned about the poor because they have their safety net meaning the usual government hand out. Do you guys honestly believe that these 47% of people are on welfare benefits? You realize that only 17% of people don't pay federal taxes, and that the rest, including the vast majority of the 47%, pay other federal taxes. In fact Romney doesn't pay very much in income tax because his money comes from capital gains.

I am also willing to bet at least some of you on here don't pay federal income tax and have NO idea you don't. It's statistically likely a lot of you are up in arms and don't even realize you're part of this number.

Come on it only takes a few minutes of research to learn that, only about 4% of the population is on actual welfare. It's like people live in a bizarro world where you think everyone on food stamps and section 8 doesn't work. Also in this bizzaro world, people who think leftists are simultaneously welfare queens and prius drivers, and people who are offended by Merry Christmas.

Will it doom his campaign - No many people accept and believe what he said.

At the end of the day it depends on what you believe in and what kind of country you want to live in. Romney's country where those that can (or were born with) are able to be amazingly successful while those that can't or don't... fall to the wayside or Obama's where those that can are able to be successful while those that cant or don't.. are buoyed by through safety nets. Romney's plan enables the extreme success of an individual while Obama's prevents the creation / growth of the extreme poor.

I agree many of the super successful came from nothing, educated in public schools etc. I in no way meant to imply this was not the case. I am no multi-millionaire but I have been able to carve out a comfortable life through making good decisions and hard work both in acquiring education and working and come from humble beginnings - living that american dream. I don't need to be a millionaire to be happy, I need to be able to support myself and my family and would like to be able to help my community as well.

That said the community aspect of this philosophy is where the political divergence begins. We have all watched the growth in class divide over the past 30 years this is driven by both policies like supply side economics and globalization and a changing definition of "middle class"

I think, at the end of the day it is the candidates definition of what it means to be middle class that matters and what we are willing to do as individuals and as a nation to enable that (this is not about on the "200-250k or less" because that is a donor thing that is the same for both candidates)

GOP/Romney platform focus is on private charity, trick-down economics, so-called "faith based" family values and defense spending.

The Dem/Obama focus is on gov charity (social welfare), demand side economics, and environmentalism through conservation and targeted subsidized business.

Obama knows that the silent majority funding his entitlement base will come out strong to defeat him. I think the republicans are using the Obama media as they did in the 2010 elections that Obama redistribution of wealth program is in full swing. Matt, government "needs to pool resources and hence facilitate redistribution because I actually believe in redistribution" is all most of us need to hear from President Obama.
The very wealthy will find ways to protect that wealth. The poor has little wealth so the pooled wealth will be from the middle class. I saw on the news yesterday that median wealth has gone down almost 50% for the middle class in the last 3 years.

The majority of net wealth loss was in the form of housing equity. This disproportional affected the middle class as that was their primary form of wealth - and i think we can all agree the housing market was vastly over-inflated. For the investor class the market has come close to its previous glory. For the poor - well they had no wealth to begin with.

Matt is right, "wealth" usually includes net assets like housing. A lot of millionaires are actually people who have a lot of equity in their house. It seems like a silly method of counting wealth to me, but it is the most common.

Jon -- the "minority" on welfare are actually only 4% of the population. What you're actually funding in excess is wars and subsidies for big businesses and banks. Everyone on here complaining about welfare should read Senator Colburn's 2011 "Wastebook" report. I also thought I'd take a look to see how many people receive TANF (Welfare) benefits in the Commonwealth and across the US. The link below shows total numbers during 2011 for the US as a whole and for individual states. The overall population of the US as of the 2010 Census was 314,408,304. The average number of TANF recipients nationwide in 2011 was 4,363,000 (if my calculations are right: 1.4% of the population). The population of Massachusetts is approximately 6,587,536. The average number of Massachusetts residents who were TANF recipients in 2011 was 99,337 (or about 1.5%).

No doubt that there are cases of fraud and the system could probably be improved -- I'm sure we can find ways to improve just about anything if you really think about it. I'm no expert, but based on these numbers and the breakdown of the 47% who don't pay taxes and why, it does't look to me like the majority of people not paying taxes are freeloaders. (Actually, not everyone receiving TANF is a freeloader.)

I happen to think Governor Romney's comments were, let's just say, insensitive and reflective of his deep misunderstanding of a large portion of the population.

I keep seeing people say that Obama is doing a "bad job". Can you be specific? Since he was handed an economy that was in one of the worst recessions we've seen, the Dow average has steadily climbed, job losses have bottomed-out and growth is now trending upward, the housing market is showing improvements, healthcare costs (which were growing at a rate that far outstripped inflation) have slowed, and the economy in general appears to be improving. Is it as fast as everyone wants? No, but the trends are positive.
I'm so sick of the GOP's use of the word "entitlement". When less fortunate people utilize govt. programs to help feed their families, or pay medical bills, or seek relief from their tax burden, it's an "entitlement". When billionaires, legally or illegally, reduce their tax rate to a fraction of what everyone else pays its being "savvy". Tell me, who's entitled? Asking someone to pay their fair share in taxes is NOT a redistribution of wealth!
Are there abuses in the welfare system? Absolutely. But explain to me again how giving too much help to the less fortunate in this country caused the economy to collapse.

Mats, the less fortunate are the ones who are in the same boat as you, but can't even afford food. They work 50 hour weeks --at LEAST-- at minimum wage to put food on the table for their kids. That's $20,800 a year before taxes or any expenses. If they have to pay 350 a week in insurance like you do, they'd have $50 a week left of their gross income.

Instead of telling them to give up something for you, maybe you should realize that the way things are right now aren't right, and punishing those with even less than you have doesn't make it better. The cost of healthcare isn't right because it's a for profit industry, profiting off of useless medical tests, profiting off of people being sick, profiting off of denying care when it suits them. And that's not even the beginning of our troubles....

But hey, telling the single parents making $8 an hour to give up food for their kids is the way to solve this, not cutting the wars, bailouts, tax loopholes, useless business subsidies, and gross government waste, right?

meggle- I never asked anyone to give up anything for us...we've trudged through life working for nothing apparently and that's the way it is..like it or lump it ...I'm talking about the freeloaders - FREELOADERS who take take take and then want more. I'm tired of seeing my half dead husband who works many more hours than 50 a week trudge out to work some more to pay their way so they can sit home watching the big screen. I would never take food from a child's mouth but you can bet your butt some of those parents are doing exactly that to get their drugs and liquor..and if you've never been witness to it then it's time to open your eyes, you and all of America (or at least the half that does pay taxes and suffers in silence).

That makes no sense. What bill are we footing for the rich? If a rich person pays $100,000 a year in taxes, when the "decent" wage earners are paying $6000 a year in taxes, and the poor are paying no taxes (and getting refunds). What bill is there, aside from the one that's being paid to those who aren't paying taxes? You can't say that unless you estimate how much each American "costs" in government services. I would venture to guess that the rich guy is paying way more than his personal "cost" to the government. Personally, I'm in favor of a flat tax percent that EVERYONE pays - regardless of income. That is the ONLY way anyone can claim "fair share".

You can easily make it on 50k in the Boston Area. I make quite a bit more than that, but many of the folks I graduated with are getting by on about 20,000 -- yes, that's right, 20,000, a year in Boston.

The thing is that you can't raise kids on that salary and you can't really afford much beyond the basics, and god help you if your hand-me-down car breaks or the T gets more expensive. The only reason at least one of them isn't dead is because we have a health safety net in MA...

Of the estimated 76 million households who paid no federal income tax in 2011, 61 percent earned anywhere between $10,000 and $50,000 and were not dependent on the government.

40 percent of people making less than $20,000 said they plan to vote for Romney; 50 percent of people making between $20,000 and $40,000 said they supported Romney.

You know, all these people who worked their entire lives but weren't internet entrepreneurs or financial sharks like policemen and teachers and construction workers and bought into the American contract of paying SS taxes their entire lives and hoping that the next generation will support them, as they supported the ones who came before them.

That link is vastly different than what mats linked. More people are working overall than are on disability, it just happens that more people went on disability in June than found new jobs. 80,000 new jobs were created, and 85,000 people went on disability. Mats said there were *more people on disability* than there were people working overall.

So let's get some facts on this scare mongering. You can only get Social Security Disability if you've paid in to social security. The average benefit is around $1,111 per month, so if you were on disability you'd have around 13,000 a year, which I think we can all agree isn't exactly an income most people in Boston are going to be surviving well on. To actually qualify for SSD you need to be disabled for a full year, or have a disability that will prevent you from working for a full year, verified by a medical doctor.

There are 8,754,000 people on Social Security disability. It costs 9,729,000,000, but every person on SSD has already paid in to Social Security. that's why it is called Social Security Disability INSURANCE. This amounts to about 15% of actual social security payouts, the other 85% is to retirees. You are too, this is the FICA tax.

In comparison, we spend about $8 billion per month in JUST Afghanistan. Iraq is anywhere between an additional $5 and $12 billion.

I don't understand how this is news? How is this a gaffe?
Did people really think Romney cares more about the poor and the middle income families than the rich?
Tax cut for his rich millionaire friends, shipping jobs overseas for corporate profit, eliminating the estate tax while at the same time eliminating mortgage deduction for the middle income families and raising taxes on the poor and middle class families is his plan for prosperity.
You may agree or disagree but that is how he feels and he has every right to say what he thinks.

Romney earned his money (from Bain) as investment income, rather than taking wages or a salary. This money is taxed at a rate of 15%, rather than the 35% tax rate he would have paid as earned income. Therefore, on the money he earned, he did not contribute to social security, medicare, unemployment income etc. As a lifelong employee who has contributed to these programs, I resent the fact that he is implying I'm living off the government when it is now my time to collect on my contributions.

The only transfer of wealth that has happened in the past 30 years is the wealth that has been taken FROM the lower 99% and transfered TO the top 1%.

Mitt Romney's policies will continue that trend.

Bob, you are right and wrong. The "transfer" is not happening. It is simply that the wealthy are keeping more of what is made. By making product in China and Mexico, their costs are lower but they charge the same price to the consumer.

Obama will also continue the trend as he and the Democrats had complete control of the federal government for 2 years and did nothing about this. Why? Because they don't want to do anything about it. They like it!

The "transfer" as you call it has accelerated in the last 4 years. Unless we stop the blind following of the D's and R's it will never get better. We need better candidates than what the D's and R's allow us.

It's all BS with a media spin. Why does GM want the US Government to sell the 25% and get out? With the rate the Obama Administration is spending (6 Trillion in 4 years), the lack of sustainalbe good paying jobs that it has created in the US, the failed stimulus plan that was put into place the country in on the brink of another economic downfall that will lead to inflation. At that point the middle class will be reduced to dust when business's will be forced to double or triple the prices for basic needs.

With Obama the only class that will be able to survive on their own will be the wealthy. Do citizens really want to rely on the Government for basic needs?

Here is the kicker, the wealthy know that all of this is BS. They understand that the Politicians will stand on a soap box and say that the wealthy need to do more, pay more, blah, blah blah. All the while the same politicians will have fundraisers for 50K per plate. Who's attending those? You can bet you last nickle that it's the wealthy who has more in the game than anyone of the 47%.

If you don't like the Tax laws have them changed. Investments are taxed differntly than salaries. Don't fall for the media spin, you can bet that if Romney was doing something Illegal with his tax return the IRS would be all over him. Oh yeah, Biden donates less than one tenth of 1 percent of his annual earning to charity. What an tool.

There are 4 million US government employees alone! Massachusetts has almost 90,000 government employees! Surely we could get by with half of that, couldn't we?

Greg - you missed my point entirely. I am not in favor of cutting those I mentioned. I was merely pointing out they are considered government employees, and military are not. Not a stupid statement, just unclear, perhaps.

I am for reducing government. For example, how about reducing the pay of MA and US legislators? In addition to cutting costs, this would make the jobs less attractive for those who seek a lifetime appointment (i.e., Ted Kennedy's seat).

I'm sorry TewksParent. I have to make a small correction to your assertion about lifetime appointments. Senator Kennedy faced reelection campaigns every six years while he was in office. He was not appointed to his post.

Yes, the statement is true, but the actual percentage is 46.6% and includes those living beneath the poverty level (according to their State's said annual income amount) and elderly. Despite not paying Federal Taxes, these groups pay into Medicare and Social Security.

Yes. I read the same report. I'm sorry, but it does not break out a "deadbeats" category.

Welfare recipients are disincentivized to work. In MA, for instance, the hourly rate received by welfare recipients is $14.66. Why get a job if you can rake that in? Perhaps that is why the rate of people on welfare for 5+ years is 20%?

I am also wondering where they get those figures... Most disability doesn't pay out much. Social security disability is about $13k a year. Foodstamps I think will give you around $100-125 a month. I suppose Medicare or Mass Health would inflate the numbers, especially given the cost of healthcare and how grossly inefficient the MassHealth set up is.

Marta, if Romney cheated on his tax return the IRS would be all over him and it would be BREAKING NEWS. Federal law required anyone running for the Office of the President to hand over the previous two years of tax returns which he has done. Now I agree that the % paid in taxes from the total earning of 42M is rediculous but that's the law. Due to the fact that investments (the majority of his income is based on) are taxed differently than salaries and commissions offset the percentage of taxes paid. It's just math but the media doens't want to inform the country with the truth, just promote the chosen one.

There is no law against off shore bank accounts, It might be interesting to know who in Public Office has them.

Let me ask you one question. If you were a decision maker in one of the worlds largests business that is going sideways or slipping. A decision that most feel will affect the long term health of your business as well as many others that it is directly involved with. You have two applicants to choose from and look over their resumes. One has a long history of running business in similar situations, they are either not run or set up right, to expensive to run or a poor business model. This applicant was forced to make difficult but necessary changes to these busineesses that turns them around. The other, 4 years running a business which is slipping, 4 years in the congress and ran a community group. You may only have one chance. Who do you pick?

He likely doesn't want to be seen as a hypocrite. Capital gains taxes are much lower than income taxes, and from experience I'll tell you you don't have to do very much at all to make money off of investments. It's basically the laziest form of earning.

It's a common tactic to take a low income but make your cash through investments to keep your taxes low. This is an option unavailable to the middle class and the poor. So no, we really don't know if he pays several million dollars of federal income tax every year.

Mary, really? What could ANY governor do with over 85% of elected officials being from the opposition party? He vetoed over 400 bills/amendments and all but a handful were overridden! The only thing an R governor could do was slow the criminals on Beacon Hill down a little with the bully pulpit he had. Too bad the Globe and Coakley spent more time ripping he and Healy instead of watching the real crooks like the 3 straight Speakers who were FEDERALLY indicted!
Oh and we still had 4.7% unemployment!

No leader of people can please all the people all the time. When you're talking about elected office, more often than not, the political/economic climate are major factors affecting ones measure of success.

Not sure if you've heard but the reason given for President Obama's abysmal failure of the past 3 1/2-4 years is because President Bush left such a mess. It was not Obama's utter lack of experience actually running anything, his socialist redistribution agenda nor his anti-American exceptionalism . No, it was solely George Bush's fault.

While I understand that Wikipedia is a wiki, you do understand that all wikis are not Wikipedia, right?

I also did not say all wikis were not good sources of information but that Wikipedia cannot be relied on because it is set up in such a way as to allow anyone with internet access the ability to make additions or changes. Most wikis have a greater degree of security and monitoring.

I'll assume that's accurate, but it's really hard to quantify wage data unless you factor in the cost of living index. Let's just say that 50K doesn't go very far in Mass, or California, for example, but may lead to you being considered well-off in Idaho. Both of you are correct, but neither of you is accurate. Could I live "comfortably" on 50K? Probably. I have no mortgage and no bills other than a car payment, utilities, and food. Could my kid who has a 230K mortgage nut, a spouse, 2 kids, 2 cars, etc, etc, and is textbook middle-class? In Massachusetts? What do you think?

OMG. I was going to way in on this topic but, it's too far out of hand. People are spouting facts on both sides that can't be backed up.

The only fact I personal know is that for those who think in MA that $75,000.00 is a decent wage that you can live comfortably on, maybe you should actually try. It's impossible in the Greater Boston area of MA. My husband and I both work. We can barely afford to raise our three daughters. Some weeks I'm buying bread and milk only. Can't afford to buy anything else. Kids are living off PB&J. Oh yeah, can't take that to school because of allergies in kids no even in her class. Mortgage, TAXES, heating, electricity, water, insurance, gas for vehicles, medical bills not covered by private insurance, by the time I'm done, there's nothing left. Hasn't been for a long time. Oh yeah, since Romney was Governor!

When you walk a mile in my shoes, you can say $75,000 in MA is "comfortable".

My comment about "comfortable" was specifically about an individual. One person, on one income. A single person who lives within their means can live on $75K and be comfortable. Yes, In Massachusetts.

I didn't mention families, because I don't have any idea how much it costs to run a family. I would assume at least 2 people working at at least a 50-75K salary.

Hi Mary, How much more specific could I have gotten? I said AN INDIVIDUAL could live comfortably on $50-75K. Does an "individual" mean "family of 3, 4, 10"? Does it mean "couple"? Stop putting words in my mouth (again, please). People make choices in life every day. There are people out there doing it (choosing to live single (or with a working spouse/partner), in an apartment, with a used car, and no kids) - and doing it quite comfortably.

And I wasn't responding to Romney, I was responding to a comment that $50-100K was a decent salary. Someone said it wasn't. I disagreed and expressly used the word INDIVIDUAL.

When I project out and think of another 4 years of obama, I think a tree and good strong rope are my best option. He will continue to take care of the "less fortunate" and I will continue to work 65 hrs per week to stay in my house

1. More than 47,000,000 of the "47%" that Romney mentions pay payroll taxes, state taxes, and municipal taxes, but earn less than $20,000 annually so they don't owe income tax. In other words, they have jobs. These people aren't moochers, they're poor. And I was one of them for 5 year stretch. I graduated college with a psych degree (was even published!) and worked with the mentally ill. I made $18k / year. With the assistance of government student loans (all paid back now) I'm living quite comfortable and pay my fair share.
2. Also of that 47%, over 500,000 of them made over $100,000. 7,000 of those made over $1,000,000 per year. And they paid no income taxes. Their reason isn't due to poverty, but tax loopholes and a tax policies that favor the wealthy.

While there are people who game the system on both ends of the spectrum, the ones you should be worried about are the ones who owe millions (not hundreds) and don't pay. Also, Romney doesn't understand math and statistics very well since he assumes and infers rather than comprehending data.

I'm an undecided voter but I wanted to make a couple of comments. First, I don't find what Romney said offensive in any way. He was talking about the ability to get people to vote for him and he's right. A certain percentage of people are just not going to vote his way no matter what.

Second, while many people are not cheating the system when it comes to welfare there are far too many that are. I've lived it. I was on welfare when I became a teen mom. Many of my friends did the same and everyone knew how to cheat the system. (work under the table, say your husband/boyfriend left, fake not being able to work) I decided it wasn't worth it, and got myself a job. But many of those old friends are still trying to cheat the system and succeeding. I've seen it too many times and maybe its jaded me, but I think the welfare system needs a major overhaul.

That said, we need to help those who really do need help and unfortunately, the people who try to do things the right way are the ones that get the least help. So where is the middle ground? Frankly, I don't like either candidate. Can we scrap them both and start over??

BTW this may be a little off topic but since the subject of illegal aliens was brought up...Why is it that Duval is against voter identification? Could it be that the illegals will then be unable to vote for him? And it may not be legal for them to get welfare, but they do...

Regarding the topic at hand, clearly this was an off the cuff comment with poorly chosen words. He certainly deserves the right to better articulate what he meant to say. However, it will be very difficult for him to allege that he Dems are using "class warfare" since we now get to see that he also uses the same tactics he rails against. Will make for an interesting final two months of the election!

Unfortunately Romney neither wants to give a man a fish nor give him an opportunity to learn how to fish. In fact he does not care for a man or the 47% who needs a fish because they are elderly or wasn't born with a silver spoon. All he wants is to make sure his millionaire friends keep their fish, even if it rots away and make sure that the other 47% doesn't get the opportunity to learn, because there is only so much fish in the sea.

As for the translation, loosely speaking "I" would 'prefer' the characteristics apparent in Obama's 'base' (like Maryland and California and Massachusetts where he is leading by 20%+) than the less intellectually thriving regions on our country in Romney's 'base' (like Arkansas and Alabama and Mississippi where he is leading by 25%).

They got us out of the first Bush recession that he inherited from Clinton, then the wealth lost from 9/11/01. BTW - Those actually RAISED the taxes on many upper-middle and wealthy (top 2-3%) people because they didn't adjust the AMT rates.
The Democrats controlled the House, the Senate and the WH for 2 years and all they did was Obamacare. If they focused on the economy and jobs, they could have gotten us in a better economic situation with faster recovery. They didn't!

The Wall Street Journal neglects to mention that when the Obamas donated less than 1% of their income to charity, they were making substantially less money per year than they are now.

Per the Washington Post article, in 2002, when Mr. Obama's income was $259,394, he donated $1050 to charity. That turns out to be 0.4% of his income for that year. (According to the WSJ article, on average, people make ~ 6% in charitable donations.) In 2009, the president's taxable income was $5.5 million. That year, he made $329,100 in charitable donations, and had the full $1.4 million in Nobel Prize money distributed to ten different charities, bringing charitable donations to 25.1% of income for that year.

You are, of course, entitled to your opinion. If you feel that a family of four earning ~$259,000 is cheap for donating only ~$1,000, that's up to you.

Mr. Romney is required by his church to tithe. I don't think that's a bad thing at all.

As with most things, I personally believe that the truth lies somewhere in the middle.

I think Romney said what most working people are thinking. I watched the video but I never heard him say he didn't care about the 47% as was stated by some writers here. He just said that the 47% of Americans who are getting government entitlements would likely not vote for him because they want to keep getting the entitlements. I don't think he was talking about the elderly and truly disabled who are physically not able to support themselves, or disabled war veterans. He was talking about people physically able to work but who'd rather live off the government's dime. We all know someone who is doing it, don't we? Human nature is, if you can get something for doing nothing, most people will take it. My own ex-husband didn't even look for work until his unemployment benefits ran out. We are becoming a country of entitlements and look what it has done to the economy. At the turn of the century European immigrants came to this country with nothing and worked 18 hour days at menial jobs to support their families. They wouldn't take public assistance. Look at the welfare office now. You have to take a number like at the RMV there are so many people in there. As an independent, I voted for Obama but won't do it again. His stimulus programs which gave millions away didn't work. He increased entitlements. His Affordable Healthcare is not affordable. People are paying $2000 per month premiums for a family plan. But if you're not working, you get it for free. Wake up America.

Please correct me if I'm in error, but didn't he actually say that 47% of Americans don't pay federal income tax? That percentage does include the elderly, veterans, and truly disabled people. Are there abusers of things like unemployment and disability? Of course. Should it be eliminated? Of course. Should undocumented and illegal immigrants be eligible? Of course not. Are the 47% of Americans who pay no federal income tax all abusers? Of course not. It is also not true that anyone who gets a benefit doesn't pay taxes. I have Medicare, and I pay a hefty portion of my income as taxes. Does he really think that every one of that 47% will vote for Obama? Of course not. He was talking to a bunch of rich people, and telling them exactly what they wanted to hear - "I'm one of you."

Thanks Dave. You're right. I agree with you on every point you make. There are people who are getting entitlements who pay taxes. I don't even consider Medicare or Social Security an entitlement because right now social security and medicare taxes are being deducted from my paycheck every week so that when I retire, I can collect on it. But there has been an increase in entitlements since the current president, who I voted for, took office, and that's not good. My own sister was overjoyed 3 months ago when her housing project in Medford went "federal" because now her rent was going from $175 a month to only $60 a month. And it includes electricity. Even at $175, that was less than 20% of her disability check. Most working people are paying more than 25% of their income on their mortgages. In addition, she gets free medical insurance (Masshealth) with no patient responsibility, free food (EBT card), fuel assistance, and if something breaks in her apartment she picks up the phone and calls housing and they send someone down to fix it for free. They also just put in brand new appliances in her kitchen. She won't work even part time, even though she could, unless it's "under the table" because she doesn't want to take the chance of her rent going up. Even though they'd only take a percentage. Getting free money is still better than earning it. I think all politicians, including Obama, will tell their audiences exactly what they want to hear.

You are miss-informed, President Clinton removed regulations when he struck down parts of Glass Steagall and allowed investment houses to double as banks and give mortgages. Then Frank pushed those "banks" to give everyone a mortgage with no verification. That caused the melt down and it is still happening today! The Obama administration and Todd/Frank (there is that name again) then went over board on businesses and small banks to help the larger houses. See Todd's mortgage with Countrywide! And why did BOTH retire this year? All of that would have been out, that is why!

He's talking about three different groups that each total about 47%. Of the 47% that will be Obama voters, most are employed: Sixty-two percent of the Obama voters work, including the 10 percent working only part time. A fourth are retired. Five percent say they’re temporarily unemployed. Most earn higher-than-average wages. Fifty-six percent have household incomes above the U.S. median of $50,000. Just 16 percent have incomes below $30,000, and about the same share (20 percent) have incomes of $100,000 or more. They’re all ages but skew younger than Romney’s voters: Twenty percent are senior citizens and 12 percent are under age 30. They’re more educated than the overall population: Forty-three percent boast four-year college degrees or above; 21 percent topped out with a high school diploma.

Clearly the 47% that are Obama voters are not motivated to do so because they will lose some government benefit if Romney is elected.

Matt, Corporations would pay the tax based on income. If a small business makes $400K they would pay 11% if they make $400 Million they would pay 17% etc.

No. If you make $150,001 in income (all income) you pay 9% on $120,001. If you make $499,999 you pay 9% on $499,969. Progressive just confused things and causes more cost to figure out. Taxes should be done on a postcard.

Kevin, that's not what the quote from the article said. It said of the 47% of voters who will vote for Obama, 20% earn more than $100,000. You need to read the quote more carefully, and you should also read the entire article as linked.

Most do pay other federal taxes, including Medicare and Social Security withholding. And they’re not all poor. Some middle-income and wealthy families escape income tax because of deductions, credits and investment tax preferences.
About half don’t earn enough money for a household of their size to owe income tax. For example, a family of four earning less than $26,400 would owe no taxes using the standard exemptions and deductions. About 22 percent get tax breaks for senior citizens that offset their income. About 15 percent get tax breaks for the working poor or low-income parents. Almost 3 percent get tax breaks for college tuition or other education expenses.

Dave - I asked 3 questions. The 3rd question was are you enraged that 20% of the people who do not pay taxes earn over 100K per year. I read your post again and that is my understanding of your post. I do not think it wise to click links on public forums from sources I do not know so I didn't read your source but I have read similar numbers elsewhere. The first two questions were simply asking you for additional clarification on people earning over 250K and then for your opinion. I think the 250K number has been an important threshold in recent political discussions and I would be interested to hear your opinion on how these people should vote.

If you don't read the entire article, you're going to continue to confuse the 47% likely Obama voters, the 47% (actually 46%) who pay no federal taxes, and the 47% (actually 49%) who get some form of assistance. As for anyone making 250K or more a year paying no taxes - that's unconscionable no matter who you vote for. In any case, it did NOT say that 20% of those that pay no taxes earn over 100K. It said that 20% of Obama supporters earn over 100K.

Dave - Mitt clearly states on the video above that 47% of Americans do not pay income taxes. Listen to the whole thing. Here is part of his quote transcribed. It is written on the video above if you need an editor to explain it to you.
"And I mean, the president starts off with 48, 49, 48—he starts off with a huge number. These are people who pay no income tax. Forty-seven percent of Americans pay no income tax. So our message of low taxes doesn't connect"

Note the part where he says "Forty-seven percent of Americans pay no income tax."

Also - According to cbsnews.com, "The same data shows that in 2011, 78,000 tax filers with incomes between $211,000 and $533,000 paid no income taxes."

I hope this improves your clarity, you can always call for an editor if you need additional assistance.

The above two posters are correct. I've about had it with trying to make this clear to you. He did say 47% pay no income tax. He also said that 47% get some form of assistance. He also said 47% are Obama voters. He was talking about three separate groups. He did NOT say that 20% of those who pay no income tax earn more than 100K. The referenced article, which you refuse to read, said that 20% of Obama voters earned over 100K. It also said that 4000 households earning over $1,000,000 paid no taxes. It's not me that needs clarity. If you don't read the article, how can you comment on what it said?

I was trying to point out that 47% of Americans pay no income tax and that many of them earn a substantial income. No household earning over 1,000,000 should have a 0 tax bill. There should be significant anger that anyone earning over 100K pays zero income tax.

On that point I would agree wholeheartedly. And no one whose income is in the millions should pay a smaller rate than a middle class family whether his income comes from offshore investment accounts or not, and yes, that does make me angry. Remember the context of Romney's comments. He was speaking to a bunch of rich people in Florida, and his message to them was clear - "it's us (rich) against them (not rich) ". His record in Massachusetts as governor bears that out. While he "didn't raise taxes", he raised about every single fee imaginable, and to me, that's the same as raising taxes. Until the tax code is completely scrapped and rewritten, nothing is going to change.

Please don't make the mistake of thinking I'm advocating for Obama. I think he's been a miserable failure, and given any decent candidate, I'd vote against him. I just cannot, in good conscience, support Romney. We have - again - only a choice between the lesser of two evils. And on that note, let's put this string to bed. It's giving me a headache.

You want to talk ahout taxes and fairness? I made 55,000 last year . Paid 7000 to federal and 3000 to state and got back 750 total combined from the two. Its a joke I know countless people who get heating assistance, food, section 8 and money to live on and work part time. When uou do the math they work less than me, stressed out less than me and live better than me. I go food shopping and see carriges full of food and 250+ orders when I have to live and 40 grocerys for the week. My 800 a month rent two bedroom cost me $800 a month. On section 8 that 800 a month rental cost someone 100 dollars. Free healthcare which I pay$300+ a month for. Im sick of this shit I want change . Who speaks for me? I know people fall on tough times but there is more waste in these sytems than people relize. And alot of that 47% are freeloaders. They really down play it to much. You think anyone on the system is ever going to outright admit they are lazy and like entitlements? Give me a break.

DM, you're right and I believe you have a lot of people, including me, that think like you. My paycheck is in the same range as yours. I pay a mortgage, taxes, utilities, insurance, etc., and I just finished paying off a parent college loan for my son's education who graduated 6 years ago. I paid $3000 to the state of Massachusetts last year because I work in MA but I live in NH. I got nothing back from them when I did my tax return. You can see from my letter above, the story of my sister, who unlike me, doesn't work, and basically lives free on the government's (my) dime. I love her, but she can work but choses not to so as not to jeopardize the gravy train. While not everyone is like her and there are truly disabled and elderly people who deserve assistance, there are so many freeloaders in this country, who can work but chose to live on government assistance instead. I know wheelchair dependent people who work full time and get no government assistance. There is so much waste and fraud and the government just gives out benefits and money to people without fully checking as to whether these people can work or not. This government encourages not working or supporting yourself, or going to school. They are now telling insurance companies that the age of a dependent is 26, whether or not they go to school, get married, leave home, sit home all day. It's totally ridiculous.

You are right. I feel alot of people feel like me. But the thing is when your working 12hours a day and making ends meet you dont have time to get involved and voice your opinion. These news outlets are owned and back political candidates and try to downplay the real world. I live it everyday and see it and it disgusts me and Im one person that sees this on a daily basis and they say its not as bad as its made out to be ? Please. Im dreading my oil bill again, keeping my house on 55 when I go to work and 63 when im at home. Reason why? I foot the whole bill not a partial %. I want to go back to school but am in a spot where I need to work extra hours to make ends meet and supposidly make to much for any kind of tuition assitance and dont make enough to actually cut back my hours to go back. Middle class is the backbone of this country.Romney hit it right on the money, but what I want and I think most voters want is a blue collar canidate that has lived the middle class life. In my opinon they cannot and will never identify with me on giving the working class a break and lighting a fire under the asses of those who live a life of entitlements. We need to hit the reset button in this country. Im paying taxes for someone else to take the easy road. Dont get me started on Mass health for You feed well , house, and keep healthy those who dont pay their fair share and the taxpayer who does pay their way fends for himself. The system is broken and its assbackwards.

And just to clarify, he only claimed deductions on 2.75 million of that, because if he had claimed he entire amount, his rate would have been less than 13% and his statement that he never paid less than 13% taxes in any year would have been wrong. It must be nice to be able to throw away $1,250,000.00 in deductions just to be able to say that. These people really do live in a different world than the rest of us.

Let’s clarify the main point…Romney donated his money to charity BEFORE he filled out his taxes…..he donated over 4 million dollars and he instructed his tax accountants to make sure that he paid no less than 14% in taxes. How his accountants completed his tax return to ensure this shouldn’t be an issue. Also, the money earned by both Obama and Biden put them into the 1% of US earners. Therefore, you can quibble about 1% versus 0.5% or 0.2% but it’s a trivial discussion at that point. God bless you though, unlike you, I don’t socially inhabit a world of 1% people.

As long as we're going down this road, his reported income in 2011 was $13.7 million. Part of that $4 million was the $1.1 million he gave to the Church of Jesus Christ of Latter Day Saints. He also gave a considerable amount to Brigham Young University. Seems to me there's a difference between a charity and a non-profit, like a church, or a University.

Let's use a parallel - are donations to the Catholic Church charitable? Seems to me paying settlements in abuse cases doesn't cut it as charitable work.

During a Republican presidential debate in January, Romney said, "I don't think you want someone as the candidate for president who pays more taxes than he owes."

David Kautter of American University's Kogod Tax Center, who spent his career at accounting giant Ernst & Young said "I was in private practice for 40 years and don't know that I ever had a client who said, 'I don't want to take all my deductions.'".

Incidentally, Obama contributed 22% of his income to charity, most of which went to the Fisher House Foundation, which provides housing for war veterans

Many engineers who put their who put their faith in High Tech at that time lost their homes. They called it the Rt.128 ghost town. Because of a Crook Repuplican. Actually...instead of banter, Why don't we all post the #1 reason we will vote for either Obama or Romney. That should shut down this thread in 12 hours.

Mine: #1 The private sector job engine has been shut down for 4 years due to the uncertainty of Obama's lack of economic leadership. He doesn't deserve another term. Many others reasons but this is number one and is the sad ... sad truth.

Please...any that understand basic economics...please stand up!!

Can anyone comment why interest rates are still near 0%? This may require some thought!

E i agree with you all the way. these liberals or people who vote for them are falling for that line that the libs have out there,about how it is gonna take more time to fix the problems,well no sh#t,if obama had even helped a little in his four years i would agree but he has not fixed a thing,he actually made things worse.and as far as the housing and putting the blame on the republicans for the downfall of housing,check your facts you bunch of obama sheep.when bush was in office he went to congress 17 times between 2006 and 2008 to try and do something about the housing that was about to collapse and he could not get the democrat held majority to do a thing about it,and barney frank and chris dodd both retired at the same time cause they were mostly responsible for what happened,they are the one's who made the rules and regulations about who was eligible to get loans and who was not and they forced banks to give low income people loans that they knew these people could not pay,this is why the housing is a shambles and why those two nit-wits retired so quickly.

Well, I'll say this. The Obama and the "D's" understand that they can cloud the election with lies and twisted irrelevant issues to make Romney and the "R's" look like he isn't fit for President.

This elitist, entitled administration blames anyone and everyone for every failure in his term while they continue to attack Romney for being successful in the private sector and using the tax laws that many "D's" take advantage of. The laws will not change, BO doesn't want that because many of the elitist entitled folk donate a great deal of his money to the "Chosen One's" campaign.

Anytime any "R" brings up the birth certificate the elitist, entitled roll and eyes and simply push it off. How easy would it be to produce the document, which is a constitutional law, for all of America to see, just like Elizabeth Liar-watha Warren. Produce the document, or will it expose someone in a powerful political position and make others look bad? Seems a little silly to me.
And the "D's attack on woman and jobs. Give me a break. Tell me of our Political figures which party does a better job? How many fathers out there would be happy if they found out that their daughters were involved with any man who's character resembled this collected group of scum.

Jobs? When you get into the bills that have not passed, comes down to it's which special interest groups will make more money from the bill and who they will collect the money from. It's not about creating jobs.

I did some checking. It would appear the 47% of americans paying no federal income taxes is most likely a good number. Wikipedia has some stats but the last ones are from 2007 but lets look at those. Per Capita the government collected $8,500 (roughly) for every man, woman, & child. So if the government lived off of its income (which it does not) your fair share of the government burden is $8,500 per person living in your household. If you paid less you should thank those who paid more and picked up part of your tab. If you paid more, you are fortunate but paid part of someone else's share. If you paid nothing, you had better not complain and got a very good deal.

In the past 3.5 years our deficit has ballooned to 16T.
47% of registered voters pay no federal tax.
The Food Stamps program has doubled.
87 million Americans out of work.
Solyndra spent 500M in 6 month before going bankrupt.
US is buying Chinese made solar panels.
GM wants to purchase the 25% of Government owned stock but the Administration doesn't want to sell it until after November because they can't let tax payers see how poorly their business has been run.
US Military unhappy with the leaks that have caused them to be in greater danger.
US Military unhappy that the Administration is taking credit for work that has been going on for more than a decade. Unless of course while the President was organizing groups in a Chicago suburb he was actually beginning his work finding bin Laden.

Geesh Ron if you get over 10,000 bucks you cant get food stamps and its the Bush's fault for the unemployment it was onthe way out. All the conservative's crashed the banks and fudged paperwork to make people eligable. It was the Bush administration. Obama had no chance to get it right yet. Next term he will you'll see! Obama has been sent here from God to straighten out the corruption and evil that lurks in our country. How can you turn someone away if they need medical care. Where's your heart? I'm impressed with charities that actually help people in need. TIthing is unimpressive to me. The United Way has some questionable business practices. Harvard Business School won't go under without Romney's help.

The George W. Bush Library is, I must presume, filled with childrens' books, so that I can get behind.

Diana, back when this country was founded, churches were the ONLY security net of the people. The church was charged with helping those in need and taking care of their own. Churches today still work towards that mission. They still help the poor and they CAN'T do that without their congregations' tithe. I'm sorry you're not impressed with citizens motivated by faith who are helping other citizens. Perhaps we should eliminate ALL charities, tax everyone at 60% and just have the government do it all.

And the democrats play robin hood by taking from me and funding their social programs. And then when theres fraud in those programs its like pulling teeth to fix it. MA is a good ex. Fraud in ebt and its an act of god to get the state to limit purchases on alcohol, tanning/ nail salons and other ridiculous purchases. Really? Tellitlikeitis is right on with the facts. Who cares how much Romney made or how much he paid in taxes? When I do my tax return, I want to pay as little as possible. He still paid millions more than I did in federal taxes. Why are people so caught up with that? They even ragged on Kerry because he registered and anchored his boat in Rhode Island where it was less expensive. I would do the same thing, wouldn't everyone? Doesn't everyone who has a brain try to get the best deal on everything? Let Mass come down on their fees and maybe he would park and register it there. Nothing wrong with a little competition in the market. But, no, he acquiesced to public pressure and paid the extra Mass fees. People should be more interested in how Obama has spent our money. As writer Mokal is saying with his mockering of the free give-aways and how Obama is giving everyone "free stuff" they feel they are "entitled" to, we have to be more interested in where our money is going, not what the politicians are doing with their money or how they are trying to save it.
