McGlynn, to "become a partner in the Campaign," with ICLEI, the International Council for Local Environmental Issues, a United Nations non-government organization (NGO), was presented to the council. The letter from the Mayor is very clear in it's intent. The minutes of the meeting and subsequent results are not so clear.
