Police initially tried to stop the vehicle near Winchester High School because it had two different license plates. The vehicle then proceeded to Washington Street in Winchester, where it reached speeds of about 70 mph, police said.

Police soon located the vehicle parked on the other side of Washington Street, facing the wrong direction.

The 18-year-old was charged with 10 driving offenses: operating without a license, attaching plates to a vehicle, forged/attached inspection sticker, failing to stop for police, improper passing, a marked lanes violation, a red light violation, operating to endanger, operating an unregistered vehicle and operating an uninsured vehicle.

The 16-year-old was charged with possession of a Class D drug, marijuana, with intent to distribute.

The 18-year-old allegedly told police that the 16-year-old had just purchased 15 grams of marijuana in a drug deal. Fifteen baggies of marijuana were found in the vehicle’s glove compartment, police said.

The 16-year-old had been reported as a missing person after running away that Monday, according to police.
