I thought Medford was a "dry city" and did not allow bars?

Restaurants with a capacity of at least 99 people are allowed to apply for a full liquor license in Medford. Smaller restaurants can obtain a beer and wine license. However, only 10 percent of the seating at a restaurant with a full liquor license can be at a bar. The city is looking into reducing these standards: http://medford.patch.com/articles/medford-councilors-move-forward-with-reducing-restaurant-liquor-regulations
